Over the years, the city has spent hundreds of thousands of dollars on studies, consulting fees, and legal fees to fight the FEMA decision.

In the end, city officials said it would cost them more to renovate what is there than it would to destroy the building and rebuild. The demo bid is about $500,000.

“There’s enough ample area around the Civic Center that there should not be any major impacts and if there are impacts, they should be temporary in nature,” Panama City Commissioner Brian Grainger said. “There shouldn’t be any limitation of boat ramp access or shouldn’t be any limitation to dock access. There really shouldn’t be any limitations to access at all except in the very rare case where there may be some situation where they have to get equipment in or out.”

Demolition should be nearly complete by August. After that, the city will install a mobile stage on the property to host events and concerts.
