PANAMA CITY BEACH, Fla. (WMBB) — Panama City Beach officials are working to get people back in their condo units as quickly as possible after people at Tower III at Calypso Resort Condominiums had to vacate the building by Sunday morning due to structural issues.

In 2021, Killian Construction Company completed building Tower III at Calypso Resort Condominiums. The developer then turned it over the the condominium association.

Per Florida Statute, the condominium association has an opportunity to hire engineering firms to perform inspections. During a recent inspection, engineers found structural problems with the front walkway guardrails.

“At that time, he realized there possibly could be a problem and did several destructive analyses where they were moved some areas to look and see how the balustrades were put in, and at that point, that’s when he made a decision to render an opinion to us,” Panama City Beach Building Official Mark McWaters said.

City officials said an oversight company would be the ones to inspect the safety problem with the guardrails.

“We inspect the height, spindle spacing, and stuff like that, these met the guardrails height requirement, the spindle spacing requirement, but it has an internal fastening system, thats not exposed that we would normally see,” McWaters said.

Under the circumstances, city officials decided the safest option was to order many of the occupants to vacate the building.

“Some rooms do have a balustrade-type balcony railing, [people] we’re allowed to stay on the 21st floor, the first floor, obviously, the third and fourth floor were near completion of temporary repair, a temporary repair permit was pulled for that. We processed that quickly for them and they finished those Sunday so the third, fourth, and 21st floor are allowed,” McWaters said.

Crews are adding temporary repairs to the damaged railings at a rate of two floors each day. Once repairs are complete, the city will inspect the work and then decide if it’s okay for people to return to their units.

“We do work with our engineers so they know who we are. They know how to contact us and when there’s an issue, they can reach out to us and we can make it based on their analysis, make a decision and so therefore, we work with them as much as we can and be reasonable with the time frames as we can,” McWaters said.

The law firm representing Tower III at Calypso Resort Condominiums said they expect all residents to be back in the building within two weeks. After all the work is completed, the condominium association said the building will be one of the safest and best resorts in the area. The condominium association and the engineer of record will be in charge of the process of making permanent railing repairs.
